Validation rules for the createStaticLOC operation.

Composes shared rule factories for required fields:

• beneficiary: address format + allowlist (sync)
• expirationTimestampSeconds: format + bounds (sync + async)
• tokenAmount: address + amount + vault sufficiency (sync + async)

Inline rules for optional fields:

• tag: global length and bound-deployment compatibility checks (optional, watch-only)
• creator: when set, must match the connected signer (async) — the buildCreateStaticLOCTransaction seam enforces the same rule

Vault allowance is intentionally NOT checked here. The workflow builder auto-handles allowance (requesting a signature or depositing as needed), so surfacing an allowance error in form validation would block submission for a condition the workflow resolves automatically.
