Validation for an atomic batch of LOC cancellations through Multicall.

Multicall is the immediate caller, so every unexpired cancellation needs beneficiary authorization even when the transaction signer is the beneficiary. Authorizations consume nonces independently per beneficiary; expired cancellations need no authorization and consume no nonce.
